On 19 September 2019 Gert Jan van den Bergh gave a lecture in Jerusalem, organized by The Center for Research of Dutch Jewry (CRDJ), in cooperation with the Hebrew University, regarding the Dutch policy on the restitution of Nazi looted art. He discussed the internationally criticized balancing of interests-test. This tests involves weighing the interests of the museum (often the owner of the work in question) against those of the person requesting restitution of a Nazi looted work of art. This weighing is considered contrary to the internationally accepted Washington Principles.
